2011 Toyota Tundra Horn Not Working

If the top of the wheel is pointed between 6 and 9 oclock it beeps but doesnt in other.

Ive got a 1984 BJ60. If I push the telescoping steering wheel all the way in and turn the wheel to the left 90 degrees I can honk the horn before I pull the lever up to lock the wheel. My horn on my 2009 80k miles has been working intermittently but has recently gotten worse.

Fortunately it can be a simple fix.
